ได้ก่อตั้งขึ้นเมื่อวันที่ 24 เมษายน พ.ศ. 2527 โดย ดร. อรอนงค์ เย็นอุทก ร่วมกับผู้ปกครองของเด็กที่มีความต้องการพิเศษ ดังมีรายนามประธานมูลนิธิฯ ดังต่อไปนี้คือ

• คุณหญิงเอื้อปรานี เจียรวนนท์
• คุณสมชาย จุละจาริตต์
และปัจจุบัน ศาสตราจารย์เกียรติคุณ แพทย์หญิงชนิกา ตู้จินดา
ส่งเสริมพัฒนาการให้แก่เด็กพิเศษ
ให้คำปรึกษาและคำแนะนำแก่ผู้ปกครองและเด็กพิเศษ
ส่งเสริมงานวิชาการเพื่อพัฒนาบุคลากรด้านการศึกษาพิเศษ
สนับสนุนการประชุมวิชาการด้านการศึกษาพิเศษทั้งระดับประเทศและต่างประเทศ
